Information: !MOVERULE <from> <to> (Rival v4.3.0+)
This allows an op to move rules. For example, you want rule 4 moved to rule 2, you would type !moverule 4 2 and it would switch them. both numbers can be up to 1-10, 0 will move a message to/from.
